Security of Electricity Supply in Ukraine: Any Gains So Far from the Liberalisation Policy?

Abstract
The process of creating a sustainable and liberalised power sector in Ukraine has been a long and tortuous one. The attempt to open the market and attract private generators of power has not received the desired result. The circumstances and peculiarities which characterise the sector in Ukraine have made electricity liberalisation difficult. This paper attempts to highlight some of the practices which bedevil the sector and stand in the way of security of supply.
