Background
"Energy security" is a cliché in political statements about energy policy, foreign policy and security policy, especially in major energy consuming countries. There are 425 million Google entries for "energy security". The phrase covers security of hour-to-hour supplies to consumers, for example of electricity, supplies of primary fuels to the country, prices in the short and long term, and intervention by governments in energy trade or investment for foreign policy or defence objectives.
