Introduction
Article 111 of the Iraqi Constitution declares the oil and gas resources of that nation to be owned by "all the people of Iraq in all the regions and governorates."[1] The plain implication is that, no matter the region of the country concerned, or the ethnic or religious persuasion identified, it is "all the people of Iraq" that are to benefit from the nation's valued energy resources patrimony.
