Introduction
On June 8, 2007, the Chemical Facility Anti-Terrorism Standards (CFATS) went into effect with the exception of details regarding the chemicals to be covered. On November 20, 2007, the CFATS went into full effect with the publication of Appendix A that contains a detailed listing of the DHS chemicals of interest ("COI") and a listing of each chemical's Screening Threshold Quantity ("STQ").
