Introduction
In December 2008 - January 2009, Europe experienced an "unprecedented energy crisis" that resulted in a 20% cut of the EU's gas supply for two weeks in the middle of the winter. Deliveries to Europe had never been halted by Russia since the gas transit system was built in the Soviet times in 1970s.
