Introduction
Third party access (TPA) to pipelines has been a reoccurring topic since the liberalisation of the EU energy markets begun in the 1990s.[1] Despite the progress made in the opening of European energy markets, access to pipelines still continues to be a difficult question for the public authorities, the European Commission in particular.
