Abstract
(Revised version March 29, 2010) - The role of energy materials in the contemporary world greatly impacts global economies and nations directly or indirectly involved in the processes of energy production and its consumption. Today, the world is divided into energy consumers and energy producers. Quite frequently, the latter group is comprised of developing nations, heavily relying on resource production revenues and involving foreign oil companies for joint development of their energy sector on the basis of contracts.
