Abstract
The behaviour of Chinese NOCs is different, in some respects, from that of IOCs when competing to secure access to overseas oil and gas reserves. The NOCs might bid higher, accept less favourable contract terms, and take greater risks. Chinese NOCs may also be more flexible in fulfilling the various needs of the governments of oil producing countries, such as providing packages of economic measures for infrastructural development or participating in downstream operations.
