Introduction
Russia has been one of the most energy intensive countries among the industrialized countries. Before 1990, Soviet command economy required an availability of cheap energy for an economic growth. A practice of cross-subsidies hindered energy saving in both industrial and residential sectors. During the 1990s the country's energy intensity increased from to in spite of the general economic depression and the fall in per capita energy use.
