Abstract
Mexico has a long history of hydrocarbon production. Much of Mexico's experience, however, has been characterized by the State monopoly on exploration and production. After decades of inefficiencies, high tax burdens, and restrictions on reinvestment, Mexico has found itself lagging behind other countries with respect to the experience and resources required to compete in the global hydrocarbon industry and fully exploit its resources.
