Abstract
In a world where gas exporting countries are increasing their domestic consumption at astonishing rates, "domestic gas supply obligation" (DGSO) schemes are gathering momentum. A DGSO regime is not just regulating the allocation of gas to the domestic market. Its regulation together with a sound pricing regime and a coherent export regime is of the essence.
If not, a "catch-22 situation" may arise. This paper is about DGSO schemes and their problematic issues.
