Abstract
While the Mexican Energy Reform was announced as a major transformation of the state entity, which led to resistance in Congress from parties opposed to President Enrique Peña Nieto for considering it an intent to privatize Pemex, the reality is that Pemex maintained most of its characteristics that identified it as a state owned and controlled entity.
