Introduction
In January 2017, the UK Government has issued a white paper which has shed light on the intended future relationship between the UK and EU, however little clarity has been provided as to whether the UK intends to continue making use of these schemes. Ministers have commented that Brexit would give them the opportunity to do something to the EU, ETS and the Conservative MEP Ian Duncan, the Rapporteur in the European Parliament for the Phase IV legislation currently being considered, believes that the UK will leave the ETS.
