Introduction
This paper asks whether it is reasonable for developing countries with nascent or weak environmental laws or with strong environmental laws but weak enforcement to establish ECTs. The paper also considers whether there is any utility to be derived from creating ECTs in countries where access to justice in environmental matters is severely limited. Focusing on Nigeria, the paper argues that adjudicating the impact of oil spills in Nigeria requires the need for the creation of an ECT model in Nigeria.
