Abstract

The problem of locking in high greenhouse gas emissions in energy infrastructure within the European Union is very real. Understanding the implications of the Paris Agreement for each decision made on the building blocks of an energy system that has to radically transform is one of the challenges that will make or break the success of the European Union's energy package - and define whether or not this strategy is sufficiently radical and credible in a world where dangerous climate change is an ever starker reality.
