Introduction
The Republic of Ghana made a large-scale commercial discovery of crude in 2007 and started producing in 2010. The Ministry of Energy was then the mandated regulator of the industry but relied heavily on the national oil company, Ghana National Petroleum Corporation (GNPC), in order to regulate the industry as most of the competence and expertise was situated in that entity.
