Introduction
(Addendum 08/03/2023) This paper will show that the Brazilian offshore energy industry is in a phase of full development, with the federal government investing in the deployment of new legal frameworks and regulations aiming to promote competition among investors and enhance transparency while reducing political and regulatory risks. The goal is to create an inviting business environment for entrepreneurs and to make investing more attractive, thereby facilitating an energy matrix more diversified and less carbon-intensive.
