Abstract
The hydrogen fuel industry is in its infancy and how regulations will evolve in the Straits Of Malacca and Straits Of Singapore (SOMS) is unpredictable to a significant degree. Meanwhile little if anything has been said about the risks of transacting and storing hydrogen, especially in the black and grey markets despite this being a feature of the trade in oil and gas in the SOMS. There is then a danger that regulators acting to address unanticipated risks may burden the hydrogen market with significant costs of compliance.
