Do we need independent electricity regulators?

Summary
India copied the American model of independent regulatory commissions for electricity at the Centre and the States, with adversarial proceedings, distancing from governments, transparent and consultative procedures. The UK model has the regulator reporting to the Minister and to Parliament, with rarely any interference from the Regulator, who widely circulates consultation papers, meets a variety of people to receive their views, and has consumer councils that advise him.
