Summary
In many countries, the GDP gains from electricity reform have been very
substantial. At the same time, many unanticipated problems and
complexities have been encountered in the course of reform.
In my opinion, the greatest single deficiency in electricity industry reform
has been inadequate management of the steps involved in its actual
implementation. To address this deficiency, a system for monitoring and
managing the reform process is suggested.
