Regulatory reform in the electricity supply industry: an overview

Summary
These notes discuss some of the main regulatory issues related to the introduction of competition in the Electricity Supply Industry (ESI). Almost all OECD countries have decided to open their electricity markets to big industrial users. In many countries electricity markets are open to all users, including households. By 2006, it is expected that more than 500 million people and all the big industrial users in OECD countries will be entitled to choose their electricity supplier. This accounts for nearly 50 per cent of the OECD countries' population.
