Introduction
Until 1995, both the upstream and downstream activities of the natural gas industry in Mexico were a state monopoly entrusted to PEMEX. In 1995, several legislative amendments created a new legal framework providing for the liberalisation of downstream activities (distribution, storage and transportation) by allowing private investors to participate in this industry.
