ETSO - 30 June 2003: Set out below are comments on each of the eight principles identified in the document. As indicated in the text of the CEER document, these represent a preliminary stage of establishing principles prior to the CEER developing guidelines, as required by the European Commission's invitation. It is particularly important therefore that these principles are sound and consistent, otherwise the subsequent guidelines will be ill founded.
