Energy in the Draft EU Constitutional Treaty

Introduction
The EU draft constitutional treaty (drafted by an intergovernmental group chaired by former French President Giscard d'Estaing) is now being reviewed more closely and in detail. The main interest of the professional communities is to find out if the EU will acquire more competences than it already has. If it acquires more competences, then the interest is to see if there is a 'national veto' (ie a unanimity requirement).
