Russia launches a Competitive Electricity Market

Summary
Russia has made a significant step in reforming its electric industry by launching a wholesale electricity market. The market is 'transitional', however, because it serves as a precursor to the fully competitive 'target' market which, under Russian law, may not be launched until 1 July 2005. The principal feature of the transitional market is that it is limited both geographically and in terms of how much energy can be traded at unregulated prices.
