Although energy structures are fairly stable in time - reserves, production, and trade patterns do not change that much from one year to the next - the perceptions and visions of energy relations change sometimes very rapidly. Today, we are witnessing a period of rapid evolution of energy geopolitics, the latter being a combination of hard facts and political perceptions.
