'Guidelines for Laying Petroleum Product Pipelines', framed by the Ministry of Petroleum and Natural Gas, Government of India, prescribe the norms and procedure which the Government will observe in sanctioning the Right of User necessary for laying an oil pipeline. Earlier this used to be done on an ad hoc basis. Presently these Guidelines apply but in the future a statutory independent Regulator is expected to take over much of the Government's role and is also expected to be empowered to modify these Guidelines.
