Introduction
The continuing international negotiations, which culminated into the Framework Convention on Climate Change, the recently concluded Kyoto Protocol, the Buenos Aires Action and the Fifth Conference of the Parties (COP5) have all created one form of obligation or the other on the relevant parties.
