Introduction
Most if not all of the analytic discussion on sanctions has been focused on their effectiveness, very much in the perspective of foreign-policy engineering. This is a far too narrow and to a significant extent unrealistic perspective: In particular unilateral US sanctions seem much more driven by domestic policy and in particular by the capturing of congressional foreign policy powers by quite narrow, but very focused and thereby influential domestic political interest groups with some - positive or negative - link to foreign countries.
