It wasn't until almost 2 decades after Venezuela's oil industry nationalization that the government showed some intentions of opening the industry again to the private participation. This process, known as Apertura Petrolera, progressed for a few years until the end of 1998 when national elections brought to power a new administration with different intentions for the oil industry, then the process halted.
