Introduction

This book is the first full-length discussion of MER regime. Given the range and volume of material involved, and the potentially problematic interaction between the emerging regime and longer-established areas of regulation, telling the story of MER in detail for the first time is an exacting task. Happily, the book's authors (Judith Aldersey-Williams and Valerie Allan) have a wealth of experience in the upstream oil and gas field and are more than up to the challenge. Across 15 chapters, and by making extensive use of the strategies, programmes and guidance authored by OGA/NSTA, the book sets out the essential features of the MER regime and the regulator's mode of working. It does so in considerable detail and with admirable clarity, discussing both the OGA/NSTA's role as a regulator and its role as an influencer of commercial behaviour. The increasing emphasis upon energy transition is dealt with in detail. There is also a Foreword by Dr Andy Samuel, the inaugural Chief Executive of the OGA/NSTA, which provides an interesting personal insight into the evolving work of that organisation and which will repay careful reading in its own right.
