Introduction

This paper examines PJM Interconnection’s response to the Federal Energy Regulatory Commission’s (FERC) Order Nos. 2023 and 2023-A, which seek to streamline the interconnection process for renewable energy, with an emphasis on offshore wind. PJM, one of the largest Regional Transmission Organizations (RTOs) in the U.S., faces significant delays and backlogs in its interconnection queue, slowing the integration of large renewable projects, including offshore wind. FERC’s orders are intended to address these delays, introducing a “first-ready, first-served” model, accelerated processing, and enhanced grid modernization through innovative technologies like energy storage and co-located resources.
