Summary

Establishes the hydrogen legal framework low carbon emission; disposes on the National Policy of Low Emission Hydrogen Carbon; establishes incentives for low-power hydrogen industry carbon emission; establishes the Regime Special Incentives for Low Hydrogen Production Carbon Emission (Rehydro); creates the Development Program Low Emission Hydrogen Carbon (PHBC); and amends Laws no. 9,427, of December 26, 1996, and 9,478, of August 6, 1997.
