MEMORANDUM OPINION AND ORDER

Petitioners Infrastructure Services Luxembourg S.A.R.L. and Energia Termosolar B.V., Luxembourg- and Netherlands-based companies, respectively, bring this action seeking to confirm an arbitral award entered in their favor against Respondent, the Kingdom of Spain ("Spain"). Pending before the court is Spain's motion to dismiss, which is fully briefed. For the following reasons, the court will deny the motion to dismiss.
