Summary
(1) The Republic of South Africa ("RSA") and the European Union ("EU") (together "the Sides") are strategic trade and investment partners and share a commitment to rules-based trade as parties to the World Trade Organisation ("WTO") and the EU- Southern Africa Development Community Economic Partnership Agreement ("EU- SADC EPA"), as well as to climate objectives, including decarbonisation, as parties to the United Nations Framework Convention on Climate Change ("UNFCCC") and the Paris Agreement.
(2) The Sides hereby establish a Clean Trade and Investment Partnership ("CTIP") to support economic growth, decarbonisation, sustainable development, low emissions industrialisation, beneficiation of critical minerals at source, and partnerships with local industries in a manner consistent with the Sides' respective needs and concerns at different levels of economic development. The CTIP establishes the framework for cooperation between the Sides in the covered clean supply chains set out in Section 3. For the purpose of the CTIP, trade, investment and supply chains will be considered clean if they support decarbonisation and the energy transition to low carbon and net zero, including low-carbon technologies. 1
(3) The CTIP is based on the EU-RSA Strategic Partnership, building on and reinforcing EU-RSA cooperation in the EU-SADC EPA and the Global Gateway Strategy, in a manner that preserves South Africa's economic and structural transformation objectives. It is supported by thematic dialogues in the relevant areas covered by CTIP.
