I. INTRODUCTION

1. This arbitration was initiated by ENCORE Investment Group Limited (Malta) ("Encore"

or the "Claimant") against the Republic of Türkiye ("Türkiye" or the "Respondent") (together the "Parties") under the Türkiye-Malta BIT ("BIT").
