Summary

To accelerate the adoption of Green Hydrogen across various industrial sectors, the Ministry has noted the emergence of the "Electrolyser as a Service" (EAAS) business approach. Under this model, technology providers can establish, own, and operate electrolytic hydrogen generation plants at the consumer's premises, thereby mitigating the upfront capital expenditure for the consumer.

To facilitate ease of doing business, reduce transaction costs, and minimize the time taken in contract negotiations between project developers and consumers, the Ministry has prepared a Model service Agreement for "Electrolyser as a Service" (EAAS).

This Model Agreement outlines standard industry practices regarding the threshold energy division of responsibilities, performance guarantees, consumption metrics, and risk allocation mechanisms.
