Dr. Börner has maintained a continued interest in and advises on German and international transactions, key industrial ventures and industrial and financial regulation, with a special focus on energy issues.

After studies of law, economics, orientalistics at the universities of Cologne and Bann and after military service he was admitted to the bar in 1981. He served as an in-house concel to Ruhrgas AG dealing with energy law, legislation and economics as well as exploration projects, from 1982 to 1984 and as the general consel of Aachener und Minchener Versicherung AG and group from 1984 to 1987. Then he practiced in Düsseldorf, since 1989 together with his late father in the law form Börner & Börner. In 1998 he was admitted to the Cologne Court of Appeals and has relocated the firm to Cologne.

He is the author of numerous publications and a member of the IBA, the German Association of Foreign Politics and other appropriate professional and scientific organizations.
